Born in Osaka Prefecture. From 1953 to 1959 he was active as an Ukiyoe printer, then moved on to be a painter and hanga maker. In 1964 he was awarded the Yamamoto Kanae Prize at the Japan Hanga Association Exhibition; in 1975 he was awarded the Grand Prix at the Ljubljana International Print Biennale; MATSUMOTO has been widely recognized for his work domestically and abroad. From 1975 to the following year, he was dispatched by the Ministry of Cultural Affairs to the USA and Europe.

Beginning with woodblock prints, he worked on series including "Newspaper," "Animal guide," "Landscape," and "Color scheme"; while making image multiples through diverse types of printing and technique, he also developed a kind of expression that abstracted the dots of the basic factors between the subject and the physical printing. With his machinelike process of creating multiple works, his work is like a manifestation of the very process or feature of hanga itself.
